Indeed, the United States had not to keep silent. The member of congress and other branches of the government who on the one hand criticized the undemocratic nature of the Lon Nol regime but in reality allowed five years of bombing and destruction to take place do have a special obligation to speak up. The United Nations had the same obligation.
