Before 1975, there were two CIA networks under the command of Heng and Pruonh. The network of Pruonh and Pin was made up of more people in state commerce and military unit. The network was a former spy since 18 March 1970. The network of Heng and Pheak was made up of soldiers and former White Khmer members and started their activities since 1972. However, their aims were to counter the revolution. After April 17, 1975, this was categorized as military network and a strategy to counter the revolution by using guns. The plans and objective were to subvert the economy, set the factories and warehouses ablaze, destroy military forces by means of shooting and poisoning them, and assassinate elite cadre and expand forces within the revolutionary line.
មុនឆ្នាំ១៩៧៥ ខ្សែសេអ៊ីអាមានពីរខ្សែស្ថិតនៅក្រោមការដឹកនាំ របស់ឈ្មោះហេង និង ព្រួញ។ ខ្សែរបស់ព្រួញនិងពិនជាមនុស្ស ភាគច្រើននៅក្នុងពាណិជ្ជកម្មរដ្ឋនិងយោធា។ ខ្សែនេះអតីតជាគិញ មានប្រវត្ដិតាំងពីមុនថ្ងៃ១៨-៣-១៩៧០។ ចំណែកខ្សែហេងនិងភាក់ ជាមនុស្សភាគច្រើននៅក្នុងយោធាហើយអតីតជាខ្មែរសនិងមាន សកម្មភាពពីឆ្នាំ១៩៧២។ ទោះជាយ៉ាងណាក៍ដោយទិសដៅរបស់ ពួកវានេះគឺប្រឆាំងបដិវត្ដដូចគ្នា។ ក្រោយ១៧-៤-១៩៧៥ ខ្សែនេះជាខ្សែប្រដាប់អាវុធ ហើយយកអាវុធបដិវត្ដវាយបដិវត្ដវិញ។ ផែនការនិងភារកិច្ចដែលខ្សែនេះទទួលគឺធ្វើវិចេ្ឆទកម្មបំផ្លាញសេដ្ឋកិច្ចដុត រោងចក្រ ឃ្លាំងផេ្សងៗ កំទេចកម្លាំងយោធាដោយបាញ់សម្លាប់ និងដាក់ថ្នាំបំពុល កំទេចកម្មាភិបាលសំខាន់ៗចោលនិងពង្រីក កម្លាំងនៅក្នុងជួរបដិវត្ដ។
