Before April 17, 1975, Seng was a mechanic and member of delegation. After April 17, 1975, Seng was a mechanic at Chip Tong Factory and carried out activities to stir up trouble in an effort to cause disintegration between former workers and cadre, former workers and new workers. In other words, Seng strove to find way of causing factory machines gone wrong.
មុនថ្ងៃ១៧-៤-១៩៧៥ សេង ជាជាងម៉ាស៊ីននិងជាសមាជិក ប្រតិភូបុគ្គលិក។ ក្រោយថ្ងៃ១៧-៤-៧៥ សេង ជាជាងម៉ាស៊ីន នៅរោងចក្រជីបតុង ហើយធ្វើសកម្មភាពបំផុសទំនាស់ជាទូទៅគឺ ធ្វើយ៉ាងណាឱ្យមានការបែកបាក់រវាងកម្មករចាស់និងកម្មាភិបាល កម្មករចាស់និងកម្មករថ្មីព្រមទាំងរកវិធីធ្វើឱ្យខូចម៉ាស៊ីននៅរោងចក្រ ដើម្បីធ្វើឱ្យគាំងដំណើរការ។
