លិខិតផ្ញើជូនអង្គការស្ដីពីការផេ្ទរឈ្មោះ ស.ម សុខ និង ណាត ពីហុងកុង ដោយជំនួសអ្នកផេ្សងវិញ ដែលមិនអាចធ្វើទៅបាន។ ដោយ រដ្ឋការហុងកុង គឺអង់គេ្លសមិនទទួលស្គាល់ហត្ថលេខា និងត្រារបស់ ក្រសួងការបរទេសកម្ពុជាប្រជាធិបតេយ្យ។
