On April 06, 1978, comrade Ly and Phat discussed with China side as comrade Ly Chay on exchange of goods, products and other spare part between Cambodia-China at the Embassy of China. This contract reported to Commercial Committee, 03 copies to K-51 and 02 copies to documentary office.
កាលពីថ្ងៃទី៦-មេសា-១៩៧៨ នៅស្ថានទូតចិន សមមិត្ដ លី និង ផាត បានជួបពិភាក្សា ជាមួយមិត្ដចិន សមមិត្ដ លី ចៃ ស្ដីពីការ ដោះដូរទំនិញ ផលិតផល និងគ្រឿងបន្លាស់ផេ្សងៗទៀត រវាងកម្ពុជា-ចិន។ កិច្ចសន្យានេះបានរាយការណ៍ជូន គណៈកម្មាធិការពាណិជ្ជកម្ម ហើយផ្ញើជូន ក-៥១ ចំនួន៣ច្បាប់ និងផ្ញើជូនមនីរកសារ ២ច្បាប់។
