On April 28, 1978, comrade Rith and Sey discussed with the Chinese side as Ly and translator at the Ministry of Commerce , on replying from the China with purchase request rice, cotton fiber, motor oil and tractor repairer group of the China to Cambodia on April 29, 1978. This the note sent to Bang Hem : 01 copy, Bang Vorn : 01 copy, office K-51 : 01 copy and documentary office : 02 copies.
កាលពីថ្ងៃទី២៨-មេសា-១៩៧៨ នៅក្រសួងពាណិជ្ជកម្មសមមិត្ដ រិត និង សី បានជួបពិភាក្សាជាមួយសមមិត្ដចិន គឺសមមិត្ដ លី និង អ្នក បកប្រែ ស្ដីពីការឆ្លើយតបមកវិញពីប្រទេសចិន នូវការស្នើទិញស្រូវ សាឡី បេ្រងម៉ាស៊ូត និងក្រុមអ្នកជួសជុលត្រាក់ទ័រ របស់ប្រទេសចិន មកកម្ពុជា នៅថ្ងៃទី២៩-មេសា-១៩៧៨។ កំណត់ហេតុនេះបាន ផ្ញើជូនបងហែម ០១ច្បាប់ បងវន ០១ច្បាប់ មន្ទីរ ក-៥១ ចំនួន០១ ច្បាប់ និងមន្ទីរឯកសារចំនួន០២ច្បាប់។
