Hou Nim graduated from Kampong Cham province in 1950. Hou Nim pursued his studies at Sisowath High School in Phnom Penh in 1952. Between 1952 and 1955, Hou Nim was involved in a movement with Mean Um Sim as the leader, where they met to discuss tasks: those who ventured into the jungle were Tep Hongkry and Srey Rithy. However, the team that was still working to mobilize within the country comprised Chan Youran, Lav Thean Im, and Hou Nim. In 1961, Hou Nim was chosen as the Deputy Chairman of the National Assembly, under the leadership of Sihanouk, to take part in the 1st Summit Conference of Non-Aligned Countries in Belgrade, Yugoslavia, together with the other delegation headed by Nhiek Tioulong.
នៅឆ្នាំ១៩៥០ ហ៊ូ នឹម​ បាន​បញ្ចប់សិក្សា​ណៅខេត្តកំពុងចាម។ឆហបាំ១៩៥២ ហ៊ូ នឹមបានបន្តការសិក្សានៅវិឡាល័យស៊ី សុវត្ដភ្នំពេញ ដល់ឆ្នាំ១៩៥២ដល់១៩៥៥ បានចូលរួមជាមួយចលនាមួយ ជាមួយ មាន អុំ ស៊ីម ជាជាប្រធាន ប្រជុំចែកភារៈកិច្ចគ្នាៈ ពួកនាក់ចូលព្រៃមាន ទេព ហុងគ្រី និង ស្រី រិទ្ធី ។ ក្រុមនាក់ បន្តការងារ ប្រមូលកម្លាំងនៅក្នុងស្រុក មាន ចាន់ យូរ៉ាន លាវ ធានអុីមនិង ហ៊ូ នឹម។ នៅឆ្នាំ១៩៦១ បានជាប់ឆ្នាះជាប់អនុប្រធាន រដ្ឋសភាពដែលដឹកនាំ ដោយ សី​ហនុ ទៅប្រេជុំសន្និតសិទកំពូលលើកទី១ប្រទេស មិនចូលបក្ស សម្ពន្ឋ័ នៅបែលក្រាត ប្រទេស ហ្គោស្លាវី មួយទៀតដឹកនាំដោយ ញុីកជូឡុងុ។
