Based on the emergency task from the higher organization that was allocated to me (Seng), I was expected to quickly establish communication between the leaders of the organization in Ratanakiri and the lower levels of the zones, particularly between “Brother Number 1” and “Brother Number 2” (as Brother Number 1 has stayed in Ratanakiri since 1967). For that reason, I was supposed to develop bases in Kratie and Mondulkiri, where there were no troops stationed before.
តាមផែនរហ័ស របស់អង្គការខាង លើដល់ខ្ញុំ (សេង) គឺត្រូវរៀបចំផ្សារភ្ជាប់ ការដឹកនាំរបស់អង្គការខាងលើ នៅរតនគីរីជាមួយនិងភូមិភាគខាងក្រោមឱ្យបារហ័ស ជាពិសេសគឺការទាក់ទង រវាងបងលេខ១ បងលេខ២ បងលេខ១បានឡើងទៅរតនគីរីតាំងពី ឆ្នាំ១៩៦៧។ ដូន្នេះខ្ញុំ ឱ្យរៀបចំកសាងមូលដ្ឋាន នៅខេត្តក្រចេះ មណ្ឌលគីរីដែលកាលនោះមិន មានកម្លាំង នៅឡើយ។
