Mao Sophanny confessed that in 1962, CIA networks were recruited in Wat Phnom technical training school and Chakk Angre power plant by Peou Youthuon, Khuon Khandien, Leav Sutphoantha, and Kaulap Sarit hsela, CIA nominators. In 1970, they were indoctrinated to convince people to oppose to Sihanouk regime.
តាមចម្លើយរបស់ ម៉ៅ សុផានី បានសារភាពថា ខ្សែសេអ៊ីអាបានកសាងឡើងនៅឆ្នាំ១៩៦២ នៅសាលាបចេ្ចកទេសវត្ដភំ្ន និងមួយទៀតនៅរោងចក្រអគ្គិសនីចាក់អង្រែ ដែលមានឈ្មោះ ពៅ យូធួន, ឃួន កណ្ឌៀន, លាវ ស៊ុតសោភ័្នថា និង កូឡាប សារិទ្ធសីលា ជាអ្នកកសាង សេអ៊ីអាឡើង ដើម្បីឃោសនា អប់រំ បំផុសប្រជាជនឱ្យប្រឆាំងរបបសីហនុកុ្នងឆ្នាំ១៩៧០។
