According to this document, he involved himself in the Yuon's activities and he encouraged Cambodian people to appreciate the Yuon [Vietnamese]. After the conflict between Khmer and Yuon, he was sent to live in Region 25. He built up many alleged C.I.A. forces in Regions 25 and 21. Angkar arrested him on 5 August 1977.
