This was Nhim's telegram that had been sent to the office 870, on the situation in region 17 and the request for responding decision. On 16 October, we shot to death 3 Serika members, arrested one, and seized 5 guns and other equipment. Moreover, the telegram had been copied and sent to uncle Nuon, brothers Vann, Vorn, Khieu, and the documentation center.
