Prum Phat aka Sou, messenger of division 310, confessed that Roth assigned Net (department of economic in northern zone)to connected with Teav. In 1972, Roath sent 15 soldiers to Teav's department and assigned Net to indoctrinate them so that they could be used to revolt in each office.
