On February 10, our Cambodian delegates had met with a Vice Minister of Laos Foreign Affairs in oder to discuss about the relationship and the border issue. At that time, we had also explained them about our standpoint, and Laotian delegates then clearly knew and also considered us as their friend. Moreover, they wanted us to meet and talk to Vietnamese for peace because Cambodian and Vietnamese were their friends. For Cambodian and Laotian border issue, in order to solve it to be clear, the both Government would take an opportunity to meet and discuss on it with each other. This telegram had been copied and sent to uncle, uncle Nuon, brother Vann, brother Vorn and documenting office.
កាលពីថ្ងៃទី ១០ ខែ០២ ភាគីកម្ពុជាយើងបានជួបជាមួយអនុរដ្ឋមន្ដ្រី ក្រសួងការបរទេសឡាវ ដើម្បីពិភាក្សាគ្នាពីទំនាក់ទំនងមិត្ដភាព និងបញ្ហា ពំដែន។ យើងបានបង្ហាញអោយគេយល់ពីគោលជំហររបស់យើង ហើយខាងភាគីឡាវបានយល់ និង ចាត់ទុកកម្ពុជាយើងជាមិត្ដរបស់គេ ដែរ។ ម្យ៉ាងទៀគេចង់អោយជួបចរចាគ្នាជាមួយវៀតណាម ដើម្បីមាន សន្ដិភាពឡើងវិញ ពីព្រោះកម្ពុជា និង វៀតណាមជាមិត្ដរបស់គេ។ ចំពោះរឿងព្រំដែន កម្ពុជា ឡាវ ដើម្បីអោយជ្រះស្រឡះរដ្ឋាភិបាល ទាំងពីរ គួរឆ្លៀតឱកាសជួបពិគ្រោះពិភាក្សាគ្នាជាការប្រសើរ។ បាន ចម្លងជូនអុំ, អុំនួន បងវ៉ាន់, បងវន, និង មន្ទីរឯកសារ។
