Sao Sorun, a worker of train unit, confessed that in 1970, Ly, as a former worker, served as CIA commando. After April 17, 1975, Ly, hid himself in train unit and linked with networks of Tuon Keo, a chief of steam engine technicians. Ly's plan assigned by Tuon Keo, was to devastate train's machine, to disturb rice transporting convoys, and to get ready to supervise train factory. On December 31, 1976, they prepared to fight back the party, caused steam to come out by not tightening machine's screws properly, and critically blamed that to do farming with rain, to eat rice, to do farming with channels, to eat gruel.
សៅ សុរុន កម្មកររទេះភើ្លង បានឆ្លើងថាឈ្មោះលី ជាកម្មករចាស់ ចូលសេអ៊ីអា ឆ្នាំ១៩៧០ ជាកុម្មង់ដូ។ ក្រោយ ១៧-មេសា-១៩៧៥ បង្កប់កុ្នងអង្គភាពរទេះភើ្លង ភ្ជាប់ខ្សែជាមួយ ទួន កែវ ប្រធានបចេ្ចកទេសយន្ដចំហាយ។ ផែនការដែល លី ធ្លាប់បានទទួលពី ទួន កែវ គឺបំផ្លាញម៉ាស៊ីនរទេះភ្លើង បង្អាក់ការដឹកជញ្ជូនស្រូវត្រៀម ក្ដាប់រោងចក្ររទេះភើ្លង។ ថ្ងៃ៣១-ធ្នូ-១៩៧៦ ត្រៀមវាយ បដិវត្ដន៍។ ធ្លាប់ធ្វើសកម្មភាពដោយធ្វើឱ្យម៉ាស៊ីនរលុងខ្ចៅលិចចំហាយ តាមស៊ីឡាំង ហើយបាននិយាយថា ធ្វើស្រែទឹកភ្លៀងស៊ីបាយ ធ្វើស្រែ និងប្រឡាយស៊ីបបរ។
