Ke Thao aka Nang, medical staff of Hospital P-31, confessed that in 1972 Phoeung joined the Cambodia Labor Party with Ratt introducing. Phoeung received plots to mobilize treacherous forces and convince the communist forces. Phoeung assigned members of the Labor Central Party to bear the responsibility for Staff Logistics.
កែ ថោ ហៅ ណាង ពេទ្យព-៣១ បានឆ្លើយថាៈ ឈ្មោះ ភឿង ចូលបក្សពលករកម្ពុជាតាមការអប់រំពីឈ្មោះ រាត់នៅឆ្នាំ១៩៧២។ ភឿងបានទទួលផែនការឱ្យប្រមូលកម្លាំងក្បត់កសាងទ័ពក្បត់និង អូសទាញកម្លាំងកុម្មុយនិស្ដ។ ភឿងត្រូវបានចាត់តាំងជាសមាជិក មជ្ឈឹមបក្សពលករទទួលបន្ទុកភស្ដុភារសេនាធិការ។
