Phnom Penh, Cambodia Defying international pressure to tup top leaders of the Khmer Rouge on trial Prime Minister Hun Sen said on Monday that they should be welcomed " with beuquete of flowers, not with prisons and handcuffs " The two latest Khmer Rouge holdout Khiev Samphan and Nuon Chea arrived in a helicopter from western Cambodia Tuesday and had lunch with Hun Sen at his heavily guarded compound on the outskirts of the capital, Phnom Penh.
