The announcement of a new Cambodia government headed by a Prime Minister virtnally unknown outside the country was interpreted in diplomatic circles here today as a consolidation of power by the communist. One diplomat remarked that after the retirement of Sihanouk as the norminal chief of state 10 years ago, the new rule of Cambodia have now had to stand up and be counter.
