After the Khmer Rouge had taken power in Phnom Penh, there were worldwide rumours that the Khmer Rouge had committed atrocities against its own people. The latest rumour indicated that there was a con flict between Ieng Sary and Khieu Samphan factions. The former had mercilessly executed people in Phnom Penh, and that was against Khieu Samphan's policy. However, the flow of Cambodian refugees out o f the country forced both sides to invite Prince Sihanouk back home in order to reduce fear among the people. The Khmer Rouge was unable to control the entire Kampong Speu Province, which is opposite Thailand at Trat and Chanthaburi Provinces. There were around 10,000 armed forces under Prince Norodom Chantaraingsey, a relative of Sihanouk. This force had potential to drive the North Vietnamese in fluence out of Cambodia.
