The Thai Foreign Minister Upadit Pachariyangkun said during his visit to Phnom Penh on Jan 28, 1979, that Thailand was deeply sorry for the misunderstanding caused by a third party, which he did not i dentify. But the magazine believed that it was the Khmer Serei movement. It noted that when clashes on the Thai - Cambodian border were intensified in mid-December 1977, Thai authorities in Aranyaprat het District of Prachinburi Province captured 30 Khmer men with war weapons in a bus belonging to a temple in Chonburi Province. These men were accompanied by four monks from the same temple. Besides, Readers Digest (Feb 1977)reported that most Khmer Serei members were in the refugee camps, but some lived outside the camps. Thai authorities often asked (the camp operators)for 200-300 Khmer Serei m en to do intelligence work in Cambodia for them. The Khmer Serei also earned huge income from selling Cambodia's logs to the Thais. Some of them were hired by rich Cambodians to bring their relatives in Battambang out of Cambodia.
