As a result of Khmer Rouge attacks on Thailand, the Thai foreign ministry handed a protest note over to the Cambodian government, which however declined to accept the note. The foreign ministry thus p roduced a 20-page white paper in English. It described simultaneous attacks on the three Thai border villages of Ban Nor Do (Ban Nong Dor), Ban Klong Ko (Ban Klong Kor), and Ban Noi Parai in Aranyapra thet District of Prachinburi Province by 300 Khmer Rouge soldiers. On Feb 7, 1977, the Cambodian government, however, responded to the Thai protest by saying that those three villages were in Cambodia s territory. Therefore, it had a right to "rearrange" its internal affairs. The Thai foreign ministry distributed the document worldwide through all embassies and the United Nations office in Thailan d.
