Summary / Abstract :

Phan [allegedly]was a state fisherman and started to conduct betrayal in 1973. During 1973-76, [Phan]got in touch with Vietnamese to ask for food supplies and military assistance in order to stage a r iot by infiltrating Viet Minh Khmer into Cambodian territory. [Phan]was arrested by Angkar on 4 December, 1976.
