The Khmer Rouge was besieging Phnom Penh. Battambang, which was a rice bowl of Cambodia, was now under the Khmer Rouge control. It was said that the top leaders in the Lon Nol government might have to leave the country soon, while Lon Nol himself would take a temporary refuge in Thailand.
