In 1973, Lay Vanna joined the military service and was a spy for Colonel Kong Neang. Living with Colonel Kong Neang, Vanna was assigned to transport rice, foodstuff and bullets to be hidden in a cave called Tuol Tamang behind the Prek Eng temple. After the liberation day, Vanna together with all his partisans went to gather in cave Thol Tamang in order to obtain plan spying on Khmer Rouge soldiers in all areas. In September, 1975, he was arrested by Angkar.
