In 1973, Hem Eoun joined the revolution and worked as Hospital Director in Zone 25. In 1976, [Oeun]was [allegedly]a member of the CIA and acted against the revolution. [Oeun]did not give attention to patients or gave the patients any drugs. [Oeun's]activities made the revolution became weak. Moreover, [Oeun]went everywhere freely and encouraged people to hate each other.
