Eng Mengheang [allegedly]joined the CIA in 1967. In 1970, [Mengheang]infiltrated the revolution as a combatant in the office of Steung Treng District. [Mengheang's]assignment then was to purchase equi pment and foodstuff and was also put in charge of controlling and maintaining a weapons store provided by Vietnam. At that time, [Mengheang]took the opportunity of his assignment to spread propagada t o people on the issue of Vietnam coming in support of Cambodia. In 1973, [Mengheang]joined the Workers' Party and exchange supplies for gun-powder with Vietnam in order to be prepared for attacking th e revolution; and gathered people to build memorials so that people felt dissatified with Angkar because they lacked foodstuff.
