Summary / Abstract :
Khem Khann was an Under-Secretary of Svay Rieng District. In 1975, [Khann]received a letter from the permanent committee in Region 23 to hold a meeting with participation from Vietnamese soldiers . Th e meeting was focussed on the border issue, in which it was proposed to keep intact the existing demarcation, and Khmer and Vietnamese soldiers both had to remain one kilometer from the border with no exchage of gunfire. After the meeting finished, [Khann]propagandized and inspired people to back Vietnam because Vietnam helped provide foofstuff and medicine to the Cambodian people. In 1976, [Khann ]inspired people to escape to Vietnam and take their cattle with them, drove people who were not in favor of Vietnam off the commune, and contacted Vietnam to bring letters to So. On 8 March, 1977, [K hem Khann]was arrested by Angkar.
