In 1965, Chor Thean was sponsored by Thuch to join the CIA in Prey Chhor District, Kampong Cham Province. In 1966, [Thean]had a meeting with Touch and Hong Thornhak discussing weapons and forces in pr eparation for a future attack against a revolution. In the same year, [Thean]became Secretary of Region 41 and received a plan to form and build up traitorous troop in the base and among bandits. This plan also meant to round up released cadres, who had been kidnapped by the enemy, to built up the traitorous group. [Thean]hid the troops in the base to prevent them from joining the army. After the liberation in 1975, [Thean]arranged the traitors to lead in each region in an attempt to undemine the agricultural plans of Angkar. The plan Laos led by Hou Nim and Hou Yun.
