In 1974, Veuk Thoeun [allegedly]joined the revolution as a messenger in Region 20. In 1974, [Thoeun]was educated by a Chief of the Youth League to join the CIA. [Thoeun]then built up CIA forces and or dered them to cause trouble in people's houses and to destroy agricultural tools, and also inspired combatants to go back home, until arrested by Angkar.
