Has a message on cover signed by Duch, December 28, 1976; have read it, 29/12/76; Dear Brother, Eventhough this person tried to escape from the problems and he shifted blames on others, his answer ref lect his evoution to some degree. [I]would submit this for your information; 1)He has not totally confessied. He mistakenly thinks that the Kampuchean Party does not oppose the Russian. The important issue is that he clearly confessed that he was a KGB. He remains to be observed. He may knows a lot of things. But he can be fickle; 2)He answered pointing some names of some students from Russia. Req uest to observe more on this. Additional measures will be taken in regard to next documents and problems.

Comrade Hak Seang Layny joined the Khmer Student Federation, in which [he]supported Khieu Samphan, Hou Yun and Hou Nim. Such activities made the Soviets angry as they were China's enemy. China had str ongly protected Cambodia because Cambodians were devoted to their country and China sent supplies to Cambodia.
