We have enough reports to believe that the Vietnamese are getting cooperation in many villages. The available information strongly indicates that the Vietnamese do not have any present attention of with drawing. The installation of new village and district chiefs in occupied areas, if true, is evidantty part of an establiched Vietnamese occupation plan.
