Hin Han, soldier of Phnom Penh state commerce, confessed that in May 1975 Khan, chief of Phsar Thmei commerce office, made contact with Pan, commissioner. In August 1975, Pan indoctrinated Khan to join Free Khmer movement. In June 1976, Khan attended a meeting, at the south of Chroy Changva bridge, on the plan to attack Phnom Penh in July 1976.
ហ៊ិន ហាន យុទ្ធជនពាណិជ្ជកម្មក្រុង បាននិយាយថា នៅខែ ៥-១៩៧៥ ខន ប្រធានពាណិជ្ជកម្មផ្សារថ្មី បានទាក់ទងជាមួយ ប៉ន ស្នងការង។ នៅខែ ៨-១៩៧៥ ប៉ន បានអប់រំ ខន អោយចូល ខ្មែរសេរី។ ខែ៦-១៩៧៦ ខន បានចូលរួមប្រជុំពីផែនការ វាយភ្នំភេញ, ខែ៧-១៩៧៦ ប្រជុំនៅខាងត្បូងស្ពានជ្រោយចង្វា។
