Three weeks after the signing of the Japan-China peace and friendship treaty, Japan has become the first imperialist power to establish diplomatic relations with the new regime in Cambodia. The public re appearance of Sihanouk, is seen by western diplomats as a desperate move by the communist government in phnom Penh to save their to Hering regime.
