According to Amnesty, the only reaction to the report came in May 1977. Cambodian Foreign Ministers Ieng Sary declared in a speech ''we only condemn the more important criminal'' denying that thousands died in purges. Amnesty said it wants the Cambodian government to allow independent international observers to visit the country and hold inquiries.
