When Phnom Penh eited them on its reason for temperarily breaking diplomatic relation with ltanoi. Hanoi's short tern aim Phnom Penh charged, was to ''plunder rice and livested to help solve their hunger problem. It long trange goal was said to be ''swallow'' Vietnamese_dominated Federation.
