The source reported that Khmer Viet Congs in Region 15, had joined with vie Viet Cong in Region 20. And on June 28, 1971, the enemies held a meeting in Luong Saoy village, under the presidency of top Viet Cong leaders. In this meeting, they had discussed on the attack to liberate villagers from American's control.
តាមប្រភពព័ត៌មានឱ្យដឹងថា ពួកខ្មែរយៀកកុងក្នុងតំបន់លេខ១៥ បានធ្វើការរួបរួមជាមួយកងទ័ពយួនយៀកកុងក្នុងតំបន់លេខ២០ ហើយបានបើកការប្រជុំមួយកាលពីថ្ងៃ២៥-មិថុនា-១៩៧១ ក្រោមអធិបតេយ្យភាពមេដឹកនាំធំៗរបស់យួននៅភូមិលួងសោយ។ កិច្ចប្រជុំបានផ្ដោតទៅលើការវាយសម្រុក ដើម្បីរំដោះប្រជាជនឱ្យរួចផុតពីកណ្ដាប់ដៃរបស់អាមេរិកកាំង។
