On June 19, 1974, about 300 Khmer Communist soldiers moved from Ta Keo province toward Kep provincial town in Kam Pot Province. On June 20, 1974, Khmer Communist soldiers under the command of Ta Dann and Siv Ngoeun, chief of village and sub-district held a meeting, in which they raised up a bout an attack plan in Kam Pot provincial town. The Khmer Communist set up a cannon at VS 750-690 in Ngoun Sam Ok' s farm, Sre Thea sub-district, Kampong Trach district, Kampot province. They attempted to distroy Kampot town and cut off National Road No.4 in shortly there after.
កាលពីថ្ងៃ១៩-មិថុនា-១៩៧៤ ខ្មែរកុម្មុយនិស្ដប្រហែល៣០០នាក់ ដ្រាប់អាវុធគ្រប់ដៃចេញពីតាកែវ មកក្រុងកែបកំពត។ កាលពីថ្ងៃ ២០-មិថុនា-១៩៧៤ ខ្មែរកុម្មុយនិស្ដក្រោមបញ្ជាការតា ដាន់ និង ស៊ីវ ងឿន បើកការប្រជុំដើម្បីវាយប្រហារក្រុងកំពត ដោយមានប្រធាន ភូមិ និងឃុំចូលរួមផង។ ខ្មែរកុម្មុយនិស្ដបានបើករោងចក្រធ្វើគ្រាប់ កាំភើ្លងមួយកន្លែងនៅក្នុងចម្ការឈ្មោះ ងួន សំឱក ត្រង់ចំណុចវ៉េអេស ៧៥០-៦៩០ ក្នុងឃុំស្រែជាស្រុកកំពង់ត្រាច។ ខ្មាំងទាំងនេះមាន បំណងវាយប្រហារក្រុងកំពត និងផ្លូវជាតិលេខ៤ ក្នុងពេលឆាប់ៗខាង មុខនេះ។
