Approximately 3,000 Khmer Communist based in region 24 moved to SO No.25 and stayed in the office of Koh Thom district, and also set up a headquarter in Tuol Sleng at WT 161-321. And around 10,000 Viet Cong moved from South Vietname, then stayed in Prey Puon village at WT 614-220, Preah Sdech village at WT 607-207, Chy Ak village at WT 615-205, Wat Veng village at WT 617-195, Trapang Sang village at WT 605-184, Prey Chreou village at WT 608-167, Chy Peay village at WT 630-185 and Ang village at WT 582-175.
