On December 30, 1972, Khmer Viet Cong established a communal cadre committee headed by Saroeun his deputy Sok Chem and 3 members including Bek Chey, Choeum Long, Tom Tay. The committee was designed to entice local people in that area to love communism.
If anyone was willing to serve Khmer Viet Cong , the committee would creat fovorable condition for him/her. កាលពីថ្ងៃទី៣០ ខែធ្នូ ឆ្នាំ១៩៧២ ខ្មែរយៀកកុងបានបងើ្កតគណៈ កម្មាភិបាលឃុំមានឈ្មោះ សារឿន ជាប្រធាន, ឈ្មោះ សុខ ឆែម ជាអនុប្រធាន និងឈ្មោះ បេក ជៃ, ជឿម ឡុង, តុម តាយ ជាសមាជិក។ គណៈកម្មាភិបាលឃុំនេះមាននាទីជាអ្នកឃោសនា ពន្យល់ប្រជាពលរដ្ឋនៅតំបន់នោះឱ្យស្រលាញ់លិទិ្ធកុម្មុយនិស្ដ ហើយបើមានប្រជាពលរដ្ឋណាចង់ចូលបម្រើខ្មែរយៀកកុងគណៈកម្មការ នោះនឹងជួយនាំផ្លូវទៅទៀតផង។
