A source reported that Ba Po, was assigned to conduct activities in Bakan district, Pursat province, after he finished his military strategy study in Hanoi the North Vietnam. He forced villagers who lived in the above region to provide his soldiers with money and rice. Seng Heng was appointed as a money and rice keeper. They both convinced villagers to attack against Phnom Penh Government.
ប្រភពបានផ្ដល់មកថាឈ្មោះ បា ពោ ក្រោយពីត្រលប់មកពីសិក្សា ក្បួនទ័ពនៅហាណូយវិញ ឈ្មោះខាងលើបានមកធើ្វសកម្មភាព នៅស្រុកបាកាន ខេត្ដពោធិ៍សាត់ ដោយបានបងំ្ខប្រជារាស្ដ្រក្នុង តំបន់ខាងលើឱ្យបង់ជាវិភាគទានទាំងលុយទាំងអង្ករឱ្យពួកវាដែលមាន ឈ្មោះ សេង ហេង ជាអ្នកទទួលខុសត្រូវលើវិភាគទានតទាំងនោះ។ មិនតែប៉ុណ្ណោះ ខ្មាំងទាំង២នេះបានធើ្វការ ឃោសនាដល់ប្រជាពលរដ្ឋ ឱ្យប្រឆាំងជាមួយរដ្ឋាភិបាលក្រុងភ្នំពេញផង។
