On February 15, 1974, a Khmer Communist Ta Kao, chief of cadre and politic commissioner in Region 4 invited cadre chief of village and sub-district in region 4 to join a meeting held in Prey Ta Bar at UV 290-540. They decided to open an attack on Battambang by February 1974 and assigned chief of village and sub-district cadres to try their best to collect food as much as possible and hide in Prey Ta Hoeu at UV 290-585. The food would be used as supplies during their attack.
កាលពីថ្ងៃ១៥-កុម្ភះ-១៩៧៤ ខ្មែរកុម្មុយនិស្ដឈ្មោះ តាកៅ ជាប្រធានកម្មាភិបាល និងជាស្នងការនយោបាយនៃតំបន់លេខ៤ បានអពោ្ជីញគ្រប់ប្រធានគណៈកម្មាភិបាលភូមិ, ឃុំ ក្នុងតំបន់៤ឱ្យមកចូលរួមប្រជុំនៅក្នុងព្រៃតាបារ ត្រង់អ៊ុយវ៉េ ២៩០-៥៤០។ អង្គប្រជុំបានសមេ្រចថា នឹងបើកការវាយប្រហារមួយទៅលើក្រុង បាត់ដំបងនៅបំណាច់ខែកុម្ភៈ ១៩៧៤ នេះដោយចាត់ឱ្យប្រធាន គណៈកម្មាភិបាលភូមិ ឃុំទាំងអស់ខិតខំខ្នះខ្នែងដើរប្រមូលស្បៀងឱ្យ បានច្រើនយកមកទុកនៅក្នុងព្រៃតាហឿ ត្រង់អ៊ុយវ៉េ ២៩០-៥៨៥ ដើម្បីទុកផ្ដល់ឱ្យកងទ័ពវាក្នុងពេលធ្វើសង្គ្រាមនេះ។
