Starting to the activities of people conference on May 24, 1974 in March 18 High School by asking commando students to guard all school. Pen Manil chief of academic staffs committee was arrested by National police all teacher students commission tried to use whatever mean to help Pen Manil.
ការចាប់ផ្ដើមធ្វើសកម្មភាពនៃសមាជប្រជារាស្ដ្រនៅថ្ងៃទី២៤ ឧសភា ១៩៧៤ នៅក្នុងបរិវេណវិទ្យាល័យ១៨ មីនា ដោយបានចាត់ចែងឱ្យ សិស្សកងកុម្ម៉ង់ដូទៅដេកត្រៀមក្នុងសាលាទាំងអស់គ្នា។ លោក ប៉ែន ម៉ានិល ដែលជាប្រធានគណៈកម្មាធិការចម្រុះបុគ្គលិកសិក្សាត្រៀវបាន ក្រុមនគរបាលជាតិចាប់ ហេតុដូចនេះហើយទើបគណៈកម្មាការទាំងអស់«គ្រូ សិស្ស និស្សិត»។ ចាប់ផ្ដើមរិះរកមធ្យោបាយធ្វើយ៉ាងណាឱ្យលោក ប៉ែន ម៉ានីល រួចមកវិញ។
