He was appointed to be a CIA agent in Phnom Penh by Tri Senghuot, A introducer and a former secretary in the Ministry of Foreign Affairs, Saren Chhak, A introducer and a former Secretay General of the Ministry of Foreign Affair and Nhoek Chau Long, a former Minister in the Ministry of Foreign Affairs.
