285 prisoners sent to Office S-21 were from Regiment 152, Division 170, Division 310, Division 450, Division 502, Division 703, Division 920, Offices of Staff, Eastern Zone, Southwest Zone, Western Zone, Northwest Zone, Ministry of State Industry, Ministry of Energy, Ministry of Public Works, Ministry of Information, Water Transport Unit, Ministry of Foreign Affairs, Ministry of Social Affairs, Ministry of State Commerce, State Warehouse, Kampong Som Port, State Garment Unit and Spy Unit, in December 1977.
