On December 20, 1973, from 3:00-7:00pm, teachers of all state affair high schools in Phnom Penh appointed a representative from each school to join a meeting in March 18 High School, presided by Pen Manil, director of March 18 High school. The meeting was about the establishment of a central committee to make contact with the government on the strike of academic staffs.
នៅថ្ងៃទី២០ ធ្នូ ១៩៧៣ ចាប់ពីម៉េាង១៥ៈ០០ ទៅម៉េាង១៧ៈ០០ គ្រូនៅគ្រប់វិទ្យាល័យរដ្ឋការទាំងអស់ក្នុងក្រុងភ្នំពេញ បានចាត់ប្រធាន ក្នុងមួយសាលាម្នាក់ឱ្យទៅរួមប្រជុំនៅក្នុងវិទ្យាល័យ១៨ មីនា ដែលមាន លោក ប៉ែន ម៉ានីល នាយកវិទ្យាល័យ១៨ មីនា ជាប្រធានអង្គប្រជុំ។ អង្គប្រជុំបានជជែកពិភាក្សាគ្នាដើម្បីបង្កើត គណៈកម្មាការកណ្ដាលមួយសម្រាប់ទាក់ទងរដ្ឋាភិបាលពីរឿង បុគ្គលិកគ្រូធ្វើកូដកម្ម។
