The Foreign Assistance act was in conference. The conferees met Friday and would resume at 3:00PM on December 16. Both Senate and the House imposed $377 million ceiling on expenditure for Cambodia. This total without ability to draw on Defense stacks would probably insure Cambodia's defeat. Drawdown authority for $150 million has been restored, but the conference was diciding whether the Cambodian ceiling would predude its used to meet emergency requirements (created by the ceiling).
