លោកសេនាប្រមុខ លន់ នល់ ប្រធានានៃសាធារណៈរដ្ឋកម្ពុជា បានផ្ញើសារទៅប្រធានាធិបតី នៅសេតវិមានកាលពីថ្ងៃទី១១ ខែធ្នូ ឆ្នាំ១៩៧៤ ដើម្បីសំណូមពរឱ្យសហរដ្ឋអាមេរិច ផ្ដល់ជំនួយដល់ ប្រទេសកម្ពុជា។
