The memorandum for Lieutenant General Brent Scowcroft explained the political situation on Cambodia bigun from March 18, 1970. In the secretary's briefing on Cambodia clarified the background of Cambodia, the U.S strategy for Cambodia, the resources to implement U.S. policy, Khmer credentials on the U.N, cease-fire and negotiation.
អនុស្សរណៈរបស់ឧត្ដមសេនីយ៍ឯក បេ្រន ស្គូវគ្រូវ បង្ហាញអំពីស្ថានភាពពីប្រទេសកម្ពុជា ចាប់ពីថ្ងៃទី១៨ ខែមីនា ឆ្នាំ១៩៧០។ នៅក្នុងនេះគាត់បានរៀបរាប់ដោយសងេ្ខប អំពីប្រវតិ្ដប្រទេសកម្ពុជា យុទ្ធសាស្ដ្ររបស់សហរដ្ឋអាមេរិចសម្រាប់ប្រទេសកម្ពុជា ធនធានសម្រាប់អនុវត្ដន៍យុទ្ធសាស្ដ្រនេះ ជនជាតិខ្មែរដែលមានសមត្ថភាពការចរចារ និងបញ្ឈប់ការបាញ់គ្នា។
