Under the subject "Next steps on Cambodia", W.R. Smyser wrote a message to Secretary Kissnger on December 17, 1974. The message meant that political settlement in Cambodia should be discussed very soon under the leading of the State, and the State declared that he would soon called a meeting to start a diplomatic scenario.
ក្រោមប្រធានបទ «ជំហានបន្ទាប់របស់កម្ពុជា» ឌុបដឺវេអ៊ែ ស្មាយសឺ បានសរសេរលិខិតទៅលេខាធិការ ឃីសស៊ីនហ្គ័រ កាលពីថ្ងៃទី១៧ ខែធ្នូ ឆ្នាំ១៩៧៤។ សារនេះស្នើឱ្យមានការពិភាក្សា ពីការដោះស្រាយបញ្ហានយោបាយនៅកម្ពុជាពេលឆាប់ៗ ក្រោមការដឹកនាំរបស់សហរដ្ឋ។ សហរដ្ឋបាបប្រកាសថា គេនឹងបើកអង្គប្រជុំមួយនាពេលឆាប់ៗនេះ។
