Given the rapidly deteriorating situation in Phnom Penh, there is obviously a strong case to be made for a complete evacuation of all Americans in the city. If we were to leaves a remnant diplomatic presence in the Cambodian capital during the final stage of a take over by the insurgents, there is a possibility that an American ambassador or charge would he subject to physical humiliation, or worse.
