David Bruce wrote a letter to Brent Scowcroft. It's means '' Greatly appreciate reftel's outline of thinking in Washington on Cambodia Situation and on possible initiative being considered in this regard. He was not aware during his recent to Washington that Planning had moved so far and in proposing to secretary Kissinger that he approached the Chinese his did so on assumption that since Cambodia Constitutes one of the two major problem areas in US.
